The information on
this page will generally relate to aspects of boat measurement and rule
compliance. Class rule interpretations made by ARYA’s Technical Officer
will be posted and interpretations by the ISAF-RSD Technical Committee
will be noted.
All requests for
interpretations should be made to the
Technical Officer - ARYA and where a State Affiliate has a State
Technical Officer, forwarded through that position.
You must be a financial
member of a club affiliated with the A.R.Y.A. to be
allocated a boat number.
For the registers maintained by ARYA, that is IOM, M,
10r, A and EC12 classes, your club measurer is the only
person authorised to obtain a Registration Number from
the A.R.Y.A. Registrar. Numbers will not be given to
individual members.
Once a number has been allocated, that number is
reserved for 6 months to allow time for building and
measuring the boat.
No boat shall be eligible for racing if the measurement
forms and the registration fee has not been received and
recorded by the Registrar.
Members should always be prepared to present their
boat’s Registration Certificate when attending events,
whether a Club, State or National event.
The allocated Registration Number shall be marked in an
easily visible location on a non-removable part of the
hull by any of the following means: painting on,
engraving in, bonding in, moulding in. This
identification is often placed on the inside surface of
the hull where it can be viewed through an existing
access hatch. There is no letter size specified, but it
should be legible.
In addition the Registration Number “shall be displayed
on the external surface of the hull shell or deck
clearly and legibly with a minimum height of 20mm”.
The last 2 digits of the Registration Number become the
Sail Number. The rules for identification on sails are
available in Appendix E of the ISAF Racing Rules of
Sailing. Check with your measurer if you are in doubt
about size and placement of the numbers.
As an example:
If your allocated number is AUS345 then AUS345 would be
painted on, engraved in, bonded in or moulded in or on
the hull. AUS345 would also be displayed with a minimum
height of 20mm on the external hull shell or deck.
The Sail Number would be 45.
The current A.R.Y.A. Registrar is Daniel Weizman. Only
recognised club measureres can contact him to obtain a
registration number or enquire about other registration
matters.

Numbers for all classes are allocated in ascending order
and once a number has been registered it cannot be
deleted or reused on another hull. If you have purchased
a second hand boat you must transfer the registration of
the boat into your name. Owners of registered boats,
upon selling their boat, are requested to supply the
Registration Certificate to the purchaser and advise
them of the need to transfer the registration into their
name.
The following registration fees apply for the 2009 year.
New registration $10.00
Transfer of registration $10.00
Copy of Measurement Certificate $ 5.00
On receipt of the measurement form(s) from your Club
Measurer, the measurement form(s) and fee must be sent
to the Registrar within four weeks of completion of
measurement. Post one copy of the measurement forms
together with a cheque or money order payable to A.R.Y.A
for the appropriate fee (CASH WILL NOT BE ACCEPTED) and
A STAMPED, SELF ADDRESSED ENVELOPE to the Registrar. The
Registration Certificate will be forwarded to you within
a few days of receipt of the measurement form(s) and
fee.
SAIL MEASUREMENT
From the
number of enquiries received relating to sail measurement it would seem
that not all measurers and owners are aware of the correct measurement
procedures. The measurement of radio yacht sails is undertaken in the
same manner as for other sails and is described in the ISAF Guide to Sail
Measurement 2001-2004 (SMG) (Issue date 1 September 2001).
The guide
is intended to help measurers and others understand the ISAF Equipment
Rules of Sailing (ERS) for sail measurement and to assist in achieving
correct, accurate and consistent measuring of sails. The guide is not part
of any rules and has no such status. The guide, along with the ERS can be
downloaded from the ISAF web site at
www.sailing.org
It is not
a measurer's job to make rule interpretations. Should a measurer be in any
doubt as to the application of or compliance with a rule or measurement
instruction, the question should be referred in writing to the ARYA’s
Technical Officer and a copy sent to their State Radio Yachting
Authority. Under no circumstances is a measurer to contact the ISAF-RSD
Technical Committee Chair directly. A measurer shall not measure any part
of a boat owned, designed or built by himself, or in which he/she
is an interested party, or has a vested interest, except where permitted
by the MNA.
Measurers
are responsible for:
a)
Providing the measuring equipment and possessing complete and up to date
copies of class rules and interpretations, racing rules, and any other
relevant documents.
b)
Carrying out measurement so that the dimensions are taken accurately.
c)
Measuring as required by class rules and the relevant racing rules, and
recording their findings, either on the class Measurement Form, if
measuring at the request of the owner or manufacturer, or in a report to
the appropriate race committee.
d)
Keeping a record of each completed Measurement Form or measurement report,
giving the date of measurement, the effective date of the class rules
used, the class of boat, sail and plaque number, actual measurements
taken, and any relevant comments.
e)
Ensuring that they have the necessary authority to undertake the
measurement
